Proposal elaborated with the support of the Saber Futuro Foundation.

Digital Sovereignty is a different way of doing State, that puts technologies at the service of people's well-being, integrity, and security. Its most important success indicator is a demonstrable improvement in the well-being of users.

Not to be confused with the so-called digital government, whose focus has been more in digitising bureaucracy (how) than in effectively reducing it (why).

Second instalment of article series

THREE AREAS OF ACTION

An agenda articulated around three areas of action: access, participation and infrastructure.

Access

Using simple technologies and useful digital public services that solve real problems, improve people's quality of life, make it easier for them to exercise their rights and support the vital mediation work of civil servants.

Participation

Adopting an open approach to public policy: everyone who wants to contribute to the design, development, and improvement of digital infrastructures, technologies and public services can do so.

Infrastructure

Digital infrastructures to facilitate the fulfillment of government’s missions, guarantee the continuity of public services, improve access to knowledge, help people protect their privacy and redistribute economic and social value.
